Assistant Superintendent of Human Resources

The Assistant Superintendent of Human Resources is a strategic leader responsible for overseeing all facets of human capital management within the district. This role encompasses leadership in employee services, organizational development, compliance, performance evaluation systems (including Expanded ADEPT/PADEPP), staffing allocations, recruitment, onboarding, retention, employee relations, and compensation structures. As a key member of the Executive Cabinet, the Assistant Superintendent ensures the cultivation of a positive and productive work environment, aligning human resources strategies with the district’s mission and goals.

Essential Duties and Responsibilities
Human Capital Strategy: Develop and implement comprehensive HR strategies that support the district’s objectives, ensuring alignment with best practices and legal requirements.
Talent Acquisition and Retention: Oversee recruitment processes to attract and retain qualified personnel, including the development of staffing proposals and allocation models.
Performance Management: Manage performance evaluation systems, including Expanded ADEPT/PADEPP, ensuring consistent and fair assessments across all employee groups.
Employee Relations: Address employee grievances and disciplinary actions in compliance with district policies and legal standards, fostering a respectful and supportive work environment.
Compensation and Classification: Administer equitable compensation structures and classification systems, conducting regular reviews to maintain competitiveness and fairness.
Compliance and Legal Oversight: Ensure adherence to federal, state, and local employment laws and regulations, serving as the district’s EEO and OCR Officer.

Organizational Development: Lead initiatives aimed at enhancing organizational effectiveness, including professional development programs and change management efforts.
Collaboration and Leadership: Work closely with district administrators, principals, and other stakeholders to support human resources functions and promote a cohesive organizational culture.
Policy Development: Recommend and implement HR policies and procedures that align with district goals and legal requirements.
Data Management: Maintain accurate and confidential employee records, utilizing HR information systems to support decision-making processes.
Budget Management: Monitor and manage the HR department’s budget, ensuring fiscal responsibility and alignment with district priorities.
Board Engagement: Prepare and present reports to the School Board, providing insights and recommendations on HR-related matters.
Employee Benefits: Oversight of employee benefits management.
Qualifications
Education and Certification:
Doctorate is preferred.
Master’s Degree in Educational Administration, Human Resources, or a related field required; preferred.
Current South Carolina Department of Education Principal Certification; preferred.
Experience:
Minimum of eight years in educational leadership and/or human resources, with at least three to five years in district-level administrative roles preferred.
Knowledge, Skills, and Abilities
Comprehensive understanding of human resources principles, including recruitment, employee relations, compensation, and compliance.
Strong leadership and strategic planning skills, with the ability to drive organizational change.
Excellent communication and interpersonal skills, capable of building effective relationships across diverse groups.
Proficiency in human resources information systems and data analysis tools.
Ability to interpret and apply laws, regulations, human resources, and education policies.
Demonstrated commitment to fostering an inclusive and equitable work environment.
Working Conditions
Environment: Primarily office-based with occasional travel to school sites and district meetings.
Physical Demands: Routine use of standard office equipment; occasional lifting and movement of materials up to 25 pounds.

FLSA Status: Exempt

Pay Grade: Executive Pay Scale

Evaluation

The Superintendent will evaluate performance annually based on the successful execution of responsibilities and achievement of district goals.
