JOB SUMMARY:

The Chief Human Resources Officer (CHRO) reports to the Chief Executive Officer (CEO) and is responsible for developing and executing human resources strategy in support of the overall Agency strategic plan. Provides leadership and oversight of the Office of Human Resources (HR) including the areas of recruitment, employment, succession planning, performance management, benefits administration, compensation/payroll, employee relations, workers’ compensation, orientation and talent management, policy and procedure development, risk management, labor relations, and change management. Serves on the senior leadership team and provides strategic leadership by articulating HR needs and plans to the senior leadership team.

ESSENTIAL FUNCTIONS:

Oversee the Office of Human Resources and human resource services Agency-wide. Direct human resources operations in the areas of recruitment, employment screening and background checks, benefits administration, compensation/payroll, workers’ compensation, orientation and training development, policy and procedure development, risk management, and employee relations.
Manage, maintain, and enhance the Agency’s human resources operations by planning, implementing, and evaluating employee relations and human resources policies, procedures, programs, and practices. Establish and implement HR efforts that effectively communicate and support the agency’s mission, strategic vision, and program operational objectives. Manage human resources budget to ensure financial resources are managed appropriately within the office.
Ensure legal compliance of the agency by monitoring and implementing applicable human resources federal, state, and local requirements. Update job knowledge by studying new and existing legislation, reading professional publications, maintaining appropriate networks, and participating in professional organizations. Provide training for relevant personnel as it relates to employment law, human resources policies and procedures, and any other local, state and/or federal requirements.
Support and advise management on sensitive personnel issues including counseling, disciplinary procedures, disputes, and grievances to ensure effective decision making as it relates to policies, procedures, and other regulations. Investigate grievances and/or complaints from employees to reach a resolution that will ensure a healthy work environment.
Implement and manage an electronic human resources information system(s) and oversee, in cooperation with other administrative staff, receive and complete required training. Oversee the employee performance evaluation and corrective action process.
In cooperation with the Director of Finance and Administrative Services, oversee the plan of benefits for employees and oversee the Employee Benefits Trust. Work with external consultants to provide a quality benefits program. Oversee the Agency’s Wellness Program. Serve as the Agency’s liaison with the Virginia Retirement System (VRS), educate employees, and comply with all VRS requirements.
Review, interpret and recommend updates to the Agency’s classification and compensation system, including determining compensable factors, reviewing position descriptions, auditing positions, determining grades, recommending pay scales, and ensuring internal equitability and external comparability. Use established methods to evaluate and assign positions within the Compensation and Classification Plan.
Ensure appropriate communication is distributed from the Office of Human Resources to both internal and external customers. Participate in both internal and external meetings, seminars, conferences, and workshops, as required. Serve on the Senior Leadership Team, functioning as a strategic advisor to each program regarding key organizational and management issues.

OTHER DUTIES:

QUALIFICATIONS:

Knowledge of principles of management and supervision. Ability to establish effective working relationships with others.
Thorough knowledge of local, state, and federal regulations and procedures governing human resource practices and employment law.
Knowledge of how to develop and implement broad policies, goals, and objectives based on short- and long-term planning.
Knowledge of planning and evaluation, quality assurance, performance indicators, and performance evaluation systems.
Knowledge of classification and compensation structures/systems.
Demonstrate a high degree of confidentiality.
Ability to effectively train employees.
Effective written and oral communication skills and excellent community and public relations skills.
Minimum Requirements

EXPERIENCE/EDUCATION REQUIRED:

Bachelor’s degree in human resources management and/or labor-employee relations, administration, management, or related field is required.

Plus

Ten to fifteen (10-15) years of management level and/or relevant experience is required.

Senior Professional in Human Resources or SHRM Senior Certified Professional certification is preferred.

Master’s degree in human resources management and/or labor-employee relations or related field is preferred.
