Job Summary: The North Bellmore UFSD is seeking a highly skilled, experienced, and strategic Director of Human Resources and Administration to lead and oversee the district’s human resources functions and administrative operations. The Director will provide leadership, vision, and guidance to ensure compliance with state and federal employment regulations, support all district personnel, and foster a positive workplace culture. This individual will collaborate with administrators, staff, union representatives, and community stakeholders to improve organizational effectiveness and support the district’s mission and core values. The Director of Human Resources and Administration will lead and supervise HR staff, administrative personnel, and support staff, and will serve as a key advisor on human resources and administrative matters to support the district’s operational goals. Responsibilities and duties may evolve based on district needs. The Director of Human Resources and Administration reports directly to the Superintendent, or their designee.

Key Responsibilities:

Observe and evaluate classroom teachers in accordance with district practices using the Danielson Rubric

Serve as APPR (Annual Professional Performance Review) Coordinator, overseeing the evaluation process for all certificated staff; create a plan to implement the new Standards-based Educator Evaluation and Professional Support (STEPS) regulation prior to 2032

Oversee approval of teacher professional development, in-service, and graduate coursework related to salary advancement

Coordinate probationary staff review process meetings and participate in tenure decisions for all certificated staff, organizing the tenure review process

Support the Assistant Superintendent for Curriculum and Instruction with New Teacher Orientation and Superintendent’s Conference Days, new teacher mentoring programs, and new administrator staff development

Work closely with colleges and universities to secure personnel and facilitate placement of student teachers; initiate and execute contracts with the colleges and universities for BOE approval

Coordinate student placement for their Senior Experience with the Bellmore-Merrick Central High School District

Ensure compliance with New York State Education Department, federal, and local employment regulations in recruitment, selection, appointment, supervision, and evaluation of all educational certificated personnel

Handle employment matters including NYS certification, contract administration, seniority matters, excessing, Preferred Eligibility List recall, Jarema credit, retirements, and related issues

Serve as the Title IX Coordinator, ensuring district compliance with federal anti-discrimination regulations; assign administrators to the appropriate Title IX roles and trainings

Serve as the Workplace Violence Coordinator, implementing prevention programs and response protocols

Act as district representative for all legal matters relating to personnel issues in court or administrative proceedings (PERB, Division of Human Rights, EEOC, etc.)

Assist the Superintendent and the Assistant Superintendent for Business in contract negotiations and grievance proceedings with teachers, administrators, and Civil Service employees

Following Nassau County Civil Service rules and regulations, including canvass letter procedures and hiring protocols as per contractual requirements

Conduct contract analysis research in preparation for negotiations with all employee units

Negotiate and administer all unit contracts and individual employment contracts

Work in conjunction with the business office on benefits administration, contract management, and workers’ compensation matters

Demonstrate proficiency in personnel management systems, financial databases, and state databases for reporting purposes (nVisions, School Front, OLAS, NYSED Business Portal, etc.)

Prepare data for required federal, state, and local educational personnel reports including NYS Snapshot, Bureau of Labor Statistics, Department of Labor, EEOC, OSHA, NYSED required reports, BEDS, VADIR, NIS surveys, NYSSBA Research surveys, and other mandated reporting

Craft and implement accommodation plans for staff members under ADA guidelines, collaborating with the medical director to ensure appropriate workplace modifications

Create and maintain personnel policies, procedures, and handbooks

Provide input on personnel conflicts, grievances, and disciplinary issues across all school buildings; resolve issues as needed

Maintain and monitor staff attendance data, including long-term and short-term FMLA, and paid and unpaid leaves of absence

Confer with building principals and administrators to determine staffing and building needs, including Civil Service support staff

Coordinate hiring, orientation, and placement of per diem substitute teachers and non-certified staff

Plan the staffing needs for each building, create job postings, review resumes, create interview schedules, prepare interview packets for committee members, create demonstration lesson schedules, and communicate with all candidates regarding their status in the hiring process and whether they are or are not moving forward

Work closely with the attendance coordinator daily to ensure each building is properly staffed with substitute teachers prior to the start of the school day Work closely with the Office of Special Education regarding contracted employees and specialized staffing needs

Liaison between district administration and building principals on all personnel matters, including creating all staffing assignments for the following school year

Support principals with master schedule development, staffing needs analysis, and projections for each upcoming school year, including creation of master schedule guides and templates

Research topics related to Board of Education educational policy review and development through collaboration with legal counsel and New York State School Boards Association

Communicate district requirements and staff needs to the Superintendent

Attend and/or present at Budget Meetings, Board of Education meetings, and other meetings as determined by the Superintendent and/or Board of Education

Contribute to district wide safety team, as well as participate in building level safety drills

Supervise Personnel Office staff

Maintain personnel files in compliance with federal and state legal requirements

Arrange professional development for mandated training

Maintain current knowledge of developments and innovations in the field through professional literature, meetings, conferences, and peer collaboration

Maintain strict confidentiality and appropriately handle sensitive student and staffing information

Demonstrate strong organizational and time management skills with the ability to prioritize tasks effectively

Work collaboratively with administrators, staff, legal counsel, and the community

Perform other duties and responsibilities as assigned by the Superintendent or Board of Education

Qualifications:

Valid NYS SDL/NYS School District Administrator

Three years of building or central office administrative experience, preferred

Successful experience, comprehensive knowledge, and understanding of Personnel/Human Resources in a public school district, preferred

Proficiency with Microsoft Office Suite

Exceptional analytical and problem-solving skills

Excellent communication and interpersonal abilities
