Description
The Legislative Research Commission is accepting applications for the position of Fiscal Note Administrator in the Budget Review Department. This position is nonpartisan and requires the ability to work with neutrality in a politically charged environment.
The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers unique opportunities to people seeking fulfilling, challenging, and rewarding careers. This is a permanent, full-time position with benefits including health and life insurance; retirement plan; and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior approval.
Job Duties:
Oversee all aspects of the fiscal note process as set forth in House and Senate Rules, including: receiving and logging requests, assigning fiscal notes to staff, completing notes when appropriate, editing completed fiscal notes, distributing completed fiscal notes, indexing, updating bill status, reporting, and maintaining communications throughout the process.
Act as liaison between legislators, legislative staff, and agencies regarding fiscal notes.
Assist members of the General Assembly and LRC staff in understanding the fiscal note processes and procedures.
Prepare reports and other written communications.
Maintain manuals and organize information to improve efficiency.
Format and enter data for correspondence and documentation.
Proofread materials for accuracy and style.
Special projects assisting Deputy Director for Budget Review, Assistant Budget Director, and Assistant
Director for Economic Analysis.
Perform other duties as assigned.

Excellent organization and multitasking capability.
Capacity to function in a team role under extreme pressure and within short time frames.
Ability to establish and maintain effective working relationships with management, staff, legislators, partisan staff, and other governmental offices.
Ability to work with short deadlines and extended hours, especially during legislative sessions.
Minimum Requirements
EDUCATION: High school diploma or GED and some community college or college coursework.
EXPERIENCE, TRAINING, OR SKILLS: Minimum of five years in legislative affairs, business administrative work, research, or a related field. Advanced knowledge of the legislative fiscal note process will be given added consideration.

Substitute EXPERIENCE for EDUCATION: Education may be substituted for experience and vice versa at the discretion of the supervisor/manager
