A. Position Requirement and Summary
The Facilities Analyst (General Affairs) provides administrative, financial, and operational support to the Facilities
of Tower 1 in Time City, to ensure the efficient management of Facilities operations. The role is
responsible for facilities’ administration, budgeting, procurement support, contract
administration, reporting, documentation, and coordination with internal Clients (Operations
team) as well as external vendors.
The ideal candidate possesses analytical skills, attention to detail, basic financial capability
when it comes to expenditures, and good organizational abilities. This position supports the
Facilities team in Tower 1 of Hanoi ensuring smooth Facilities operations of the said site while
maintaining compliance with company policies and compliance/governance requirements.
B. Scope of Work
The Facilities Analyst (General Affairs) shall provide business and administrative support across all Facilities
functions, including but not limited to:
● Facilities financial and budget tracking.
● Support Facilities purchase requisitions and purchase order administration.
● Invoice verification, processing, and payment coordination.
● CAPEX and OPEX monitoring and reporting.
● Facilities asset inventory administration.
● Preparation of reports, dashboards, and presentations.
● Facilities documentation and records management.
● Coordination of audits and compliance documentation.
● Support of fit-out projects and office initiatives.
● Coordination with Finance, Procurement, HR, IT, Security, and external vendors.
● Monitoring service level agreements (SLAs) and vendor performance.
C. Key Responsibilities
Financial Administration
● Assist in the preparation and monitoring of annual Facilities Operating (OPEX) and
Capital (CAPEX) budgets.
● Track expenditures against approved budgets.
● Review invoices for accuracy prior to submission for payment.
● Prepare Purchase Requisitions (PRs), Purchase Orders (POs), and Goods Receipt
documentation.
● Coordinate with Finance and Procurement regarding vendor payments and budget
utilization.
● Maintain accurate financial and expenditure trackers.
● Prepare monthly financial reports and budget variance analyses if necessary
Housekeeping Management (Tower 1)
● Oversee the day-to-day performance of outsourced Facilities service providers,
including Housekeeping and Security, ensuring services are delivered in accordance
with contractual Service Level Agreements (SLAs) and company standards.
● Conduct regular inspections of the workplace to ensure office areas, meeting rooms,
pantries, restrooms, common areas, and support spaces are consistently clean,
organized, and maintained to a high standard.
● Ensure the workplace presents a professional, safe, and welcoming environment for
team members, clients, and visitors at all times.
● Monitor housekeeping schedules, cleaning quality, consumable replenishment, and
adherence to established cleaning standards.
● Coordinate corrective actions with housekeeping vendors to promptly address
cleanliness issues, service deficiencies, or employee feedback.
Outsourced Security Management (Tower 1)
● Administer the outsourced security services contract and monitor security personnel
performance, attendance, appearance, and compliance with post orders and company
policies.
● Conduct regular reviews of security operations, including access control, visitor
management, patrol activities, incident reporting, and emergency response readiness.
Contract Administration
● Support Facilities procurement activities in accordance with company procurement
policies.
● Coordinate with Procurement Department in vendor quotations and comparative cost
analyses.
● Maintain contract databases and monitor contract expiry dates.
● Track contract renewals and assist with vendor onboarding documentation.
● Maintain records of service agreements, licenses, warranties, and insurance
documents.
Facilities Administration
● Prepare reports, presentations, and other documentation required.
● Coordinate administrative requirements for fit-out projects and initiatives.
● Support workplace audits of Clients/ Operations Team and documentation requests.
● Maintain Facilities policies, procedures, and implementation of standards.
Vendor Coordination
● Coordinate with service providers for administrative matters.
● Track vendor performance against contractual KPIs and SLAs.
● Maintain vendor contact databases.
● Assist in organizing vendor meetings and performance reviews.
Documentation
● Maintain documentation required for internal and external audits.
● Ensure compliance with company procurement and financial policies.
D. Qualifications
Education
● Bachelor’s Degree in Business Administration, Finance, Accounting, Management, or
a related discipline.
Experience
● Minimum 2–4 years of experience in Facilities Administration, Business
Administration, Finance, Procurement, or BPO Operations Support.
● Experience supporting corporate office environments is preferred.
● Experience in multinational companies or shared services/BPO environments is an
advantage.
