Summary
Under general supervision the HR Coordinator performs various administrative tasks related to the Human Resource function including, but not limited to, maintaining personnel files and records, creating job postings, new hire processing, and assisting applicants and employees with various personnel related questions. This individual will have daily contact with government officials, county employees, and the public.
Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:
Coordinates the employment process, including preparing and posting job announcements, communicating with applicants, assisting employees with employment documentation, scheduling pre-employment tests and maintaining job postings, applications, and employee files/information.
Coordinates new employee orientation, manages on-boarding of employees, and processes I-9 and new hire documentation.
Verifies immunization requirements for county positions.
Composes, edits, and submits job advertising to 3rd party vendors, as requested by hiring manager(s) for open positions.
Ensures Payroll Change Notices (PCN) concerning pay changes (new hires, promotions, demotions, transfers) are entered into personnel actions in the HRIS system.
Assists with Classification and Compensation Plan management.
Provides support regarding job description maintenance for accuracy and content.
Conducts personnel file audits annually.
Assists HR Generalist in separations and terminations, when needed.
Maintains and provides proper security for personnel records on all county employee files, including medical records.
Composes and coordinates routine correspondence.
Assists HR staff in carrying out functions or special projects.
Coordinates the DOT Random program, using appropriate system software, assisting vendor in ensuring Randoms are scheduled, and notifying department heads of testing dates.
Maintains the employee recognition/retirement program.
Performs records management as required by Texas State Library and Archives Commission (TSLAC).
Ensures confidentiality of records and Human Resources administration information.
Performs other duties as assigned.

Mandatory Qualifications
EDUCATION and/or EXPERIENCE
High school diploma or GED equivalent required. Two (2) to four (4) years of demonstrated Human Resources related experience; Professional in Human Resources (PHR) or accredited certification preferred, but not required; Or any combination of education and experience that has been achieved and is equivalent to the stated experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Skill in database management and record keeping
Knowledge of Microsoft Office (Word, Excel, Power Point), Adobe, and Human Resources Information Systems (HRIS)
Knowledge of Human Resources principles, practices and procedures
Knowledge of local, state, and federal employment laws and best practices
Able to perform essential duties with general direction
Desired Minimum Qualifications
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
REASONING ABILITY
Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER SKILLS AND ABILITIES
Hands-on PC knowledge dealing with word processing, spreadsheet, and database programs essential. Experience and ability to deal with the public required.
