Job Summary:

We are seeking a highly experienced and detail-oriented HR Specialist II (Policy Writer) to serve in a Consultant role focused on human capital policy development and internal control implementation. The ideal candidate will bring deep knowledge of federal human resources operations and demonstrate exceptional writing, analytical, and organizational capabilities. This role involves producing special studies, white papers, and policy documentation that support strategic human capital goals across a federal agency.

Key Responsibilities:

Develop, draft, and revise federal human capital policies, procedures, and internal control documents.

Produce comprehensive special studies, white papers, case studies, and executive briefings that inform strategic HR decision-making.

Conduct thorough research and analysis on complex HR topics, including legislation, regulatory changes, and federal best practices.

Partner with federal agency leadership to design innovative HR strategies aligned with organizational objectives.

Collaborate with cross-functional teams to gather input and ensure compliance with applicable regulations and policies.

Review and streamline existing policies to improve efficiency and clarity.

Provide subject matter expertise in federal HR operations, particularly within the Executive or Legislative Branch.

Support internal audits and reviews related to policy implementation and internal controls.

Create high-impact presentations and reports using PowerPoint, Excel, MS Project, and Visio.

Maintain impeccable documentation and ensure accuracy across all deliverables.

Minimum Qualifications:

Education: Bachelor’s degree or higher in Human Resources, Public Administration, Political Science, Business, or related field.

Experience:

Minimum of six (6) years supporting a federal agency in an HR Specialist capacity.

Demonstrated expertise in writing policy, white papers, special studies, and HR case documentation.

Experience in the Executive or Legislative Branch is highly preferred.

Technical Skills:

Proficient in Microsoft Excel, Visio, MS Project, and PowerPoint.

Strong grasp of federal HR systems, internal controls, and policy frameworks.

Required Competencies:

Exceptional Writing Skills: Clear, precise, and persuasive writing with strong attention to detail. A writing sample is required.

Analytical and Research Skills: Ability to synthesize complex information and provide actionable insights.
