PROGRAM DESCRIPTION

The Frederick National Laboratory for Cancer Research is seeking a strategic and experienced HRIS Manager to lead and modernize our Human Resources systems in support of a mission that advances human health through cutting-edge biomedical research.

In this key leadership role, you’ll oversee the strategy, implementation, and optimization of HRIS platforms, ensuring data accuracy, compliance, and actionable insights. Managing a team of professionals, you’ll partner with Human Resources, Information Technology, and vendors to drive system integration, improve processes, and support of our 2,400 employees.

KEY ROLES/RESPONSIBILITIES

The Human Resources Information Systems, Manager, is responsible for maintaining, implementing, and the continuous improvement of Leidos Biomedical Research’s employee data systems. As part of the Human Resources team, this role is accountable for ensuring high data integrity and accuracy of information collected during the employee journey, including but not limited to, talent acquisition, on-boarding, compensation, performance management, and off-boarding. Acting as the subject matter expert for data analytics, this position will report on and analyze data to identify trends and develop strategies for improving Human Resources processes.

The Human Resources Information Systems, Manager’s roles will include, but not limited to:

Planning and directing the establishment and ongoing administration of Human Resources Information Systems to support short- and long-range Human Resources goals.
Serving as lead representative and liaison between Human Resources, Information Technology, external vendors, and other stakeholders for Human Resources database design and implementation projects.
Managing relationships with software and hardware vendors for platforms specific to Human Resources, and ensure the development of proper training and documentation for system use and maintenance amongst Information Systems team members and stakeholders.
Managing the specification, development and implementation of new or redesigned systems, reports and policies and procedures for internal use.
Supervising the daily workflow of the HRIS functional area.
Managing permissions and access for system users ensuring system compliance with data security and privacy requirements.
Programing custom functions and documentation such as automated queries, filters, macros, and reports.
Establishing data tables, structures, files, codes, integrity and security interface requirements and protocols for ongoing administration of employee data and records.
Compile or assist with acquisition of complex data reports, summaries, and logs requested by the leadership and/or Human Resources team.
Selecting, coaching, training, mentoring, developing, and evaluating Information Systems staff to ensure the efficient operation of the function.
Consulting with internal division or department management in developing company-wide use of Human Resource Information Systems platforms.
Provide a high level of customer service and stakeholder management for self and Information Systems team when acting as the point of contact for the functional area for troubleshooting issues with current software and platforms.
Maintain knowledge of trends and developments in data management and security, Human Resources Technology, and Human Resources Information Systems.
Lead change management efforts related to system upgrades, implementation, and user adoption to ensure smooth transitions and maximize return on investment.
Facilitate migration of employee data to unified information system, if required.
Perform other duties as required.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in Information Technology, or Human Resources Management in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
In addition to the education requirement, a minimum of four (4) years of progressively responsible experience, including two (2) years of experience in a leadership/manager capacity.
Strong verbal and written communication skills.
Excellent interpersonal and technical skills.
Excellent analytical and problem-solving skills.
Familiarity with human resources policies and procedures to ensure the Human Resources information system meets organizational needs and goals.
Ability to keep information confidential.
Thorough understanding of database construction.
Proficient with Microsoft Office Suite.
Ability to work in a hybrid position at the designated onsite work location (ATRF) in Frederick, Maryland as required.
Ability to obtain and maintain a security clearance.

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

Thorough understanding of human resources systems such as Cornerstone, PayScale, ServiceNow and/or Workday.
Thorough understanding of Deltek Costpoint Enterprise Resource Planning system.
Strong understanding of a subsidiary environment within a large corporation/organization and ability to manage stakeholders accordingly.
Certification in HRIP, PHR, SPR, SHRM-CP, and/or SHRM-SCP.

113,000.00 – 194,250.00

The posted pay range for this job is a general guideline and not a guarantee of compensation or salary. Additional factors considered in extending an offer include, but are not limited to, responsibilities of the job, education, experience, knowledge, skills, and abilities as well as internal equity, and alignment with market data.

The salary range posted is a full-time equivalent salary and will vary depending on scheduled hours for part time positions
