(Human Resource Consultant 4)
Monday – Friday | 8AM – 5PM | HYBRID

NOTE:
This position is eligible for full time remote/telework within Washington State. There may be instances where you will be required to work from the office or a field location. About the Opportunity:
As a Human Resource Business Partner, you will provide expert-level professional consultation to small agency and DES customers on a wide range of complex human resource issues. Assigned a specialty area—such as Family and Medical Leave, Reasonable Accommodation, Classification and Compensation, EMS/WMS, Just Cause and Performance Management, or Layoff and Succession Planning—you’ll offer guidance on interpreting and applying civil service rules, state and federal laws, collective bargaining agreements, and HR best practices. You will deliver risk-based advice with practical options, help navigate competing interests, and support inclusive and equitable workplace practices that align with our agency’s mission and values.

Duties

Some of What You’ll Enjoy Doing Includes:

Independently provide expert-level HR support to DES and small agency customers.
Offer risk-based consultation with actionable options aligned with HR rules, policies, RCWs, WACs, and collective bargaining agreements.
Conduct classification services, determine position allocations, and issue employee notification letters.
Assist with Washington and Exempt Management Service (WMS/EMS) evaluations, banding, and salary recommendations.
Collaborate with agency leadership in strategic planning to integrate HR considerations into business planning.
Partner with business leaders to assess HR needs and develop strategies that promote effective working relationships.
Identify and resolve complex HR issues to support agency goals and workforce effectiveness.
Serve as the subject matter expert for an assigned HR specialty, such as FMLA, Reasonable Accommodation, Classification, WMS/EMS, Just Cause, or Layoff Planning.
Lead initiatives to implement process improvements within the assigned specialty area.
Provide guidance and support to peers regarding issues related to the assigned HR specialty.
Other duties as needed.

Qualifications

Required Qualifications:
To qualify for this position, a candidate must possess one (1) of the following education and/or experience options:

[OPTION 1]

Bachelor’s Degree with focus in Business, Human Resources, Social or Organizational Behavioral Sciences, or related field. NOTE: Qualifying experience may substitute this education requirement, year-for-year.
Three (3) years of human resource experience advising and consulting on human resource issues to include Classification and Compensation, Performance Management, Corrective and Disciplinary issues, Reasonable Accommodation, FMLA, and Shared Leave.
Proficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel and Word.

[OPTION 2]

Two (2) years of experience as a Human Resource Consultant 3.
Proficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel and Word.

Preferred Qualification:
PHR/SPHR or SHRM-CP/SHRM-SCP certification.
