Company Description: Bel-Air Manor is a 71-bed, family-owned skilled nursing facility in Newington, Connecticut specializing in short-term rehabilitation and long-term care. We are currently hiring an Admission Director. Come join our team!
Responsibilities:
Plan, develop, organize, implement, evaluate, and direct the Human Resource Department. (Includes developing personnel policy manuals, job descriptions, performance evaluations, etc.)
Develop and maintain written job descriptions and competency based performance evaluations for each staff position in accordance with the Americans With Disabilities Act, OSHA, and other pertinent laws governing job positions.
Recommend to the Administrator the number and level of personnel to be employed.
Review all requests from department heads for new or replacement personnel, fill requests as approved, and arrange interviews, appointments, etc.
Assist in determining departmental staffing, evaluate employee performances, and make recommendations to the Administrator concerning wage and salary adjustments, hiring, terminations, transfers, etc.
Review applications and references of prospective employees and arrange for interview with department directors as required or requested. Confer with the department head and, if necessary, administrator when determining salary/hourly rate.
Process offer letters upon receipt of new hire requisitions from department heads.
Maintain job applications for personnel eligible to work in the facility. (Includes job applications, resumes, reference checks, etc., of those persons meeting the eligibility requirements for the position in which they applied.)
Maintain confidentiality of all pertinent personnel information in accordance with our established personnel policies governing the release of information.
Ensure that appropriate documentation concerning the employee’s right to work in this country is verified in accordance with current laws, regulations, and guidelines concerning such matters, and that appropriate documentation of such review is filed separate from the employee’s personnel record within the specified time frame.
Consult with department supervisors concerning the staffing of their departments, eliminating/correcting problem areas, and improvement of services.
Develop, implement and maintain an adequate personnel filing system that meets the needs of the facility and complies with current employment practices.
Prepare, recommend, and maintain records and procedures for controlling personnel transactions and reporting personnel data.
Review fringe benefits programs., as directed, and make recommendations to the Administrator/Corporate HR Director.
Ensure that the facility is in compliance with current applicable federal and state employment regulations regarding wages, overtime, work hours, workman’s/unemployment compensation, etc.
Ensure hiring/discharge procedures are in compliance with established policies and procedures.
Assist in developing personnel policies. Review at least annually and make recommendations to the Administrator.
Interpret department policies and procedures to personnel, residents, visitors, etc., as necessary or required.
Provide public information (i.e., verification of employment, etc.), in accordance with current laws, regulations, and guidelines governing such matters.
Assume the administrative authority, responsibility, and accountability of directing the Human Resource Department.
Delegate the administrative authority, responsibility and accountability to other responsible department personnel as necessary.
Represent the facility at and participate in top level/corporate meetings as directed.
Assist in standardizing the methods in which work will be accomplished.
Orient new personnel and explain personnel policies, procedures, payroll procedures, safety/smoking regulations, grievance procedures, etc., as established in our personnel policies handbook within 3 days of starting general orientation or hire.
Keep department directors informed of changes in personnel matters.
Develop an effective Employee Health Services Program to monitor and investigate infectious diseases, potentially harmful infectious exposures, and outbreak of infections among personnel. Coordinate such program with the Infection Control Coordinator.
Maintain a listing of HBV vaccinations/denials.
Maintain Affirmative Action Plans/Programs as necessary or required.
Coordinate and monitor risk management and fire safety programs. Participate in Safety Committee meetings.
Make written and oral reports/recommendations to the Administrator concerning personnel needs, problem areas, etc., as deemed necessary or appropriate.
Perform administrative requirements such as completing necessary forms, reports, etc., and submitting to the Administrator as required.
Other related duties that may become necessary/appropriate to assure that our facility is in compliance with current laws, regulations, and guidelines concerning the operation of our facility.
Conduct background checks in accordance with established procedures.
401k Plan – conduct open enrollments during the specified time spans. Arrange for an outside representative to be available in the facility, as necessary, to assist staff and answer questions.
Ensure newly eligible employees are aware of their status and either participate in the 401k Plan or waive.
Run monthly reports for the 401k Plan and submit to the corporate office.
Assist employees in completing loan /hardship withdrawal requests and forward to the corporate office for processing.
Complete necessary paperwork when a 401k Plan participant terminates employment and submit to the Corporate Office.
Coordinate the preparation of the annual EEOC report with the Corporate HR Director and submit as required.
Coordinate Health Insurance open enrollments with the Corporate HR Director and representatives from the various insurance companies. Ensure eligible employees either participate or waive.
Post flyers/notices throughout the facility to ensure all staff are aware of different functions in the facility. Develop check messages through ADP for employee notifications.
Maintain a rapport with all staff.
Oversee weekly payroll processing to ensure accuracy.
Periodically audit employee personnel files.
