Position Summary:

Eastern Illinois University is seeking candidates for a full-time, Human Resource Officer. This position is primarily responsible for performing accurate and timely compensation-related personnel transactions, maintaining salary data, and supporting academic-related cyclic pay processes to include ensuring compliance with University policies and state/federal laws. This position provides exceptional service by promoting a positive, inclusive work environment that enhances the employee experience of faculty, staff, and students. With a focus on professionalism and effective communication, the HR Officer plays a key role in fostering a productive and supportive campus culture.

Essential Duties and Responsibilities:

Enter and audit pay-related personnel transactions such as position changes, promotions, reclassifications, stipends, lump sum payments, retroactive pay, fiscal year rollovers, and annual salary adjustments to ensure accuracy and compliance with policies and procedures.
Maintain accurate compensation data within Banner HRIS and related systems; ensure salary tables, grades, and hiring ranges are up to date and compliant.
Partner with Payroll and other HR functions to ensure accurate and timely pay-related changes on bi-weekly and monthly pay cycles.
Monitor prevailing wage rates, step increases, and minimum wage updates; implement changes to ensure compliance with legal requirements and collective bargaining agreements.
Updates employee status in the HRIS to reflect leave of absence events, including initiating status changes when an employee begins a leave and reinstating status upon their return, ensuring accurate and timely recordkeeping.
Coordinate compensation-related aspects of employee separations, including updating HRIS records, processing final payouts for accrued leave, communicating exit procedures to departing employees, and ensuring accurate maintenance of personnel files.
Prepare recurring and ad hoc compensation reports for internal/external stakeholders, dashboards, and salary analyses to support internal decision-making and regulatory reporting.
Assist with the development, implementation, and communication of compensation guidelines, internal audits, and policy updates.
Stay current with federal and state compensation laws (e.g., FLSA), best practices, and higher education compensation trends.
Serve as a resource for general HR policy interpretation related to compensation, job structure, and employment practices.
Participate in HR team projects and process improvement initiatives aimed at enhancing data integrity, employee experience, and operational efficiency.
Performs other duties as assigned to ensure the success of the department and University’s mission.

Minimum Required Qualifications:

High school diploma or equivalent.
Any one or any combination totaling three (3) years (36 months) from the following categories:
A. Course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
30 semester hours equals one (1) year (12 months)
Associate’s Degree (60 semester hours) equals eighteen months (18 months)
90 semester hours equals two (2) years (24 months)
Bachelor’s Degree (120 semester hours) equals three (3) years (36 months
B. Progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.

Preferred Qualifications:

Previous experience working in an HR/Payroll/Compensation function.
Advanced skills in Microsoft Office (Excel, PowerPoint, Word, Teams, and Outlook).
Compensation & classification experience at an institution of higher education.

Knowledge, Skills, and Abilities:

Knowledge of customer service principles and office procedures.
Knowledge of arithmetic, algebra, statistics, and their applications.
Strong attention to detail and ability to perform repetitive tasks accurately.
Excellent communication skills, both verbal and written, for a professional audience.
Ability to work with frequent distractions and under tight deadlines.
Data management skills including tracking, reporting, auditing.
Ability to direct the work of others in a professional and appropriate manner.
Ability to manage confidential information with discretion and interpret work-related policies.
Ability to assist in the formulation/revision of human resource policies and procedures.
Demonstrated knowledge of standard principles and procedures used in human resource and ability to apply those used in complex technical operations in human resource.
Knowledge of federal and state laws, rules, and/or regulations related to public human resource administration; ability to learn those of Eastern Illinois University.

Work Hours:

The core work hours of this position are Monday – Friday, 8:00 a.m. – 4:30 p.m.

Salary/Pay Rate Range: The starting pay rate for this non-exempt Civil Service position is $21-$23/hr commensurate with experience.
