Description
The Kentucky Department for Community Based Services (DCBS) is a multi-faceted agency that provides services and programs to enhance the self-sufficiency of families; improve safety and permanency for children and vulnerable adults; and engage families and community partners in a collaborative decision-making process.

DCBS is seeking candidates for a Human Resource Specialist position. Potential candidates should possess strong organizational skills and initiative, strong verbal and written communication skills, attention to detail, and a willingness to work as part of a team.

Responsibilities include but are not limited to:
Provides professional technical assistance to DCBS employees within the following areas of human resources: recruitment, classification, compensation, onboarding, performance appraisal, payroll, and employee benefits
Performs professional level duties as a liaison for human resource related functions and communicating information between service regions or divisions, the DCBS Commissioner’s Office, and the Office of Human Resource Management.
Interprets and applies laws, regulations, policies, and procedures to regional or divisional management and/or employees regarding personnel matters.
Receives, reviews, and prepares personnel action documents for processing
Provides professional technical level assistance related to employee benefits to regional or divisional management and/or employees.
Provides guidance and/or documentation needed for appropriate actions to be taken.
Provides professional technical level assistance related to employee performance plans, interim reviews, and evaluations. Facilitates evaluation processes to ensure all evaluations are completed timely and are in compliance with regulations, policies, and procedures.
Completes onboarding of new hires to include providing an overview of the agency, discussing, employee benefits, ensuring completion of onboarding documentation, and providing information for employee self-service.
Provides professional technical level assistance related to KHRIS time entry and approvals. Run KHRIS time reports to identify time error issues and advise management and/or employees for corrections.
Updates and reverts flex schedules and shift premium coding, per policy.
Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.

EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
