About the Position

The County of San Luis Obispo is seeking a highly motivated and team orientated Human Resources Analyst to join our team and support the Services’ Division.

Current vacancies:

1 Full-Time permanent vacancy in our Downtown Human Resources Office
2 Full-Time Limited Term (2-year appointment) vacancies in our Downtown Human Resources Office
Appointment end date for this position is still to be determined
Funding for this position is subject to approval by the County of San Luis Obispo Board of Supervisors. Anticipated Board approval date is July 8, 2025.
Employees in limited term positions receive benefits equivalent to permanent full-time employees, therefore will be eligible to earn vacation, sick leave, health, and pension benefits.

As an Human Resources Analyst, you will be responsible for a variety of professional-level human resource management duties and may work in the following areas:
Generalist: Supports a wide range of HR functions such as recruiting, employee relations, leave management, data analysis and reporting, compliance with and consultation on applicable laws, policies, rules, and ordinances. This includes workplace conflict resolution, policy development and enforcement, advising on disciplinary actions and performance management, conducting employee investigations, and union and labor relations.
Benefits: Assist in managing, analyzing, and improving the county’s employee benefits program. This includes benefits plan administration, ensuring compliance and documentation, employee support and communication, vendor and carrier coordination, data management and reporting, and wellness program support.
Learning and Development: Key focus on analyzing, supporting, and improving employee training and development across the County. This includes ensuring that training programs are effective and aligned with the County’s mission and goals, learning management system (LMS) administration, conducting needs assessments and surveys measuring employee engagement and feedback, and performing training program analysis.

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County in other departmental assignments.

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:
Human Resources Analyst I-II- III: Graduation from an accredited four year college or university with a degree in HR, Business Administration, Public Administration, safety or industrial engineering, or a related social or behavioral science field.

Human Resources Analyst I: No additional experience.

Human Resources Analyst II: In addition, one year of professional HR management experience.

Human Resources Analyst III: In addition, three years of professional HR management experience.

Pension Benefit and Employee Contribution Rates:
The County’s pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors. The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions. Employees are required to pay a percentage of their base pay towards the pension fund, ranging from 5% to 19%. This amount is deducted from your paycheck pre-tax every pay period. Healthcare Benefits and Cafeteria Contributions:
The County offers comprehensive medical coverage to you and your family, along with two dental plan options and vision coverage. All permanent employees receive a monthly employer contribution (or ‘cafeteria’ contribution) to help them pay for their portion of the medical, dental, and vision insurance premiums. The amount of the cafeteria contribution varies by Bargaining Unit (BU) and the extent to which employees enroll their dependents. If the cafeteria amount is greater than your selected premiums, the remainder of the cafeteria is paid out to you in your paycheck as taxable income. If the cafeteria amount is less than your monthly premiums, you pay the remainder of the premiums with pre-tax wages.
