Position Summary & Description

The Office of Human Resources at Indiana University of Pennsylvania (IUP) has an exciting opportunity to become a member of our team. We are currently seeking an energetic Human Resources Generalist – MGR 170 to join the Office of Human Resources department and to support our team. The Human Resources Generalist will be responsible for a broad range of Human Resources functions, including but not limited to benefits administration, employment and talent acquisition management, employee relations, performance management, and human resources policy administration, and will assist on matters on organizational development, including orientation and onboarding, classification and environmental health and safety. This is professional analytical human resources work in the application of technical principles to work processes or programs.

This position coordinates and performs a variety of Human Resources functions as a member of the Human Resources team, including processing complex documents for conformance to policies and procedures. It coordinates Human Resources-related projects and initiatives in support of the Human Resources strategic goals. Routinely deals with highly confidential information and sensitive situations. Works with a diverse population of administrators, staff, faculty, managers, students, and the public. Responds to Human Resources inquiries and/or operational questions and concerns. This is moderately difficult and varied work in a fast-paced, service-oriented, and high-volume office. Work is performed under the general direction of the Assistant Director of Human Resources.

This role is crucial in supporting the success of the university’s workforce, university programs, and services, and ensures the organization fosters and maintains a positive work environment, adheres to employment laws, and supports business objectives through effective Human Resources practices to provide extraordinary customer service in online, on-campus/in-person, and/or hybrid environments.

Position Qualifications

Specific Responsibilities:

Employment/Talent Acquisition Management/Employee Relations

Manage and oversee the non-instructional search process from permission to fill through hire and onboarding.
Work with hiring managers and search committees to adhere to all policies, laws, regulations, CBA’s and procedures in the selection of candidates.
Oversee and manage employment related needs of Faculty and Coach employment as assigned.
Review all search materials (posting, job description, screening tools, interview questions, etc.) to ensure that the search process is inclusive and equitable; review candidates at each step of the selection process to ensure that reasons for non-selection are not discriminatory and do not violate federal, state, or local laws or university policies.
Recommend changes to materials as needed to ensure inclusivity and equity.
Facilitate searches as noted above by utilizing university systems and technologies (i.e., NEOED to ensure compliance with university procedures).
Recommend a comprehensive recruitment plan for staff searches.
Educate hiring managers and search committees on employment laws as needed during the search and selection process.
Train search committees and hiring managers on the university’s hiring processes, including job description review, posting process, search committee and interviewing requirements, and onboarding.
Oversee and monitor search progress for all active staff searches and follow up with hiring managers and/or search committee chairs as needed to keep searches moving in a timely fashion.
Collaborate with other members of the Office of Human Resources to design and monitor the online applicant tracking software (NEOED).
Recommend changes to university hiring processes as needed.
Communicate the University’s and department’s mission, vision, processes, procedures and commitment to diversity, equity, and inclusion via the department’s web site.
Oversee the Pre-Employment testing for staff positions requiring physical or clerical skills as well as the police psychological pre-employment testing.
Manage and oversee the volunteer and contractor appointment process from request through appointment to renewal.
Oversee the non-credit lecturer appointment process from request through appointment to renewal.
Develop, review and maintain current job descriptions for staff, administrators, managers and non-instructional faculty members. Ensures all position descriptions are appropriate for the classification.
Ensure all job specification requirements are accurate after classification has been completed.
Ensure positions are reviewed for classification prior to posting.
Assist ELR with classification desk audits as needed.
Recommend salary placement for AFSCME and SCUPA staff positions at time of offer and ensures compliance with university compensation programs per the appropriate CBA.
Oversee requests and determinations for out of class pay, applicable calculations and related assistance.
Oversee clearance requirements and recertifications.
Oversee the work of employment team personnel to ensure that all tasks are successfully completed for staff and administrators in a timely manner.
Serve as a resource for staff and administrators with decisions pertaining to advertising, hiring, and the completion of search processes.
Create and present trainings and presentations to university staff on HR or related topics.
Ensures compliance with university compensation programs per the appropriate CBA and PASSHE Non-represented Employee Performance and Reward Manual.
Provide professional support to ADHR for related employee organizational development, professional development and employee engagement needs.
Conduct new employee orientations as part of the overall employee onboarding and employee experience, including new supervisors/managers.
Assist in the development and coordination of employee onboarding and orientations.
Work with supervisors/managers and ELR manager to provide support for performance management issues as needed.
Provide support and assist EHS Director with related initiatives as needed.

Benefits
Counsel employees on benefit programs and options. Communicates benefit changes and develops tools to enhance employee understanding of benefits package. Serves as primary liaison between employees, PASSHE and benefit plan vendors.
Counsel employees on retirement plan process. Ensures that eligibility requirements are met for retiree health care enrollment and leave payments.
Administer other faculty and staff benefit programs including workers’ compensation; unemployment compensation; faculty & staff wellness program; and tuition waiver program.
Administer the worker’s compensation program, managing lost time claims, authorizing utilization reviews, coordinating return to work program and compiling monthly cost reports. Works with TPA to resolve WC issues and manage claims.
Oversee all inquiries and related processes regarding unemployment compensation claims and appeals. Prepares for unemployment compensation appeal hearings and acts as university representative.

Other Assigned Duties

Serve as a generalist in performing a variety of human resources functions to support the Office of Human Resources and University programs and services as needed.
Refer decisions that fall outside of the scope of the position to the Assistant Director of Human Resources.
Effectively consults with others regarding decisions that will require inter-departmental cooperation.
Assist with departmental HRIS and related needs.
Other related duties as assigned.

Know How/Skills Required:

Knowledge of employment laws, EEO regulations, standard HR practices and procedures.
Proficiency in Microsoft Office including Word, Excel, PowerPoint, Outlook.

Minimum Qualifications:

Bachelor’s Degree in Human Resources or a related field.

Three (3) years of Human Resources experience or a combination of related relevant experience that provides a foundation for successful completion of job functions.

Preferred Qualifications:

Prior experience working within collective bargaining (union) environments.
Prior Human Resources Generalist work experience.
Experience with software packages such as Microsoft Office, Banner, and SAP, NEOED or other ATS.
Strong knowledge of HR best practices, employment laws, and compliance.
Excellent communication and interpersonal skills.
Proficiency in HRIS systems, Google Workspace and Microsoft Office Suite.
Ability to handle confidential information with discretion.
Time management skills and the ability to manage multiple on-going projects.
Effective organizational skills.
HR Certification: PHR or SHRM-CP.

Essential Functions

Regular, reliable, and non-disruptive attendance.
Ability to work outside regular business hours, including evenings and weekends.
Ability to travel to field locations and meeting/training sites by motor vehicle when required.
Ability to communicate both orally and in writing to issue, receive, and carry out instructions and orders effectively and to convey information to a variety of co-workers and the public.
