Human Resources Manager
General Duties: Provide leadership for human resource activities to ensure high quality staffing and retention of personnel. Recommends and implements legally sound and effective human resource policies and practices. Responsible for the monitoring of the safe environment program for employees and volunteers.
I. Primary Functions:
Develop and implement HR strategies, procedures and initiatives aligned with the overall school mission
Manage the recruitment and assist with the selection process
Oversee new hire onboarding
Provide current and prospective employees with information about employee benefits, wages, policies, and job duties,
Oversee procedures for administering leaves that effectively implement policies adopted by the Diocese of Dallas.
Personnel records management to include employee policy acknowledgements, new hire paperwork, contracts, performance appraisals, and employee relations documentation
Assist with the preparation and revision of job descriptions.
Compile reports concerning personnel-related data such as hires, transfers, performance appraisals, and demographics
Bridge management and employee relations by addressing demands, grievances or other issues
Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment and recommend needed changes
Conduct exit interviews to identify reasons for employee termination and document the return of all organization issued property.
Enter new hires into HRIS system
Enter and submit semi-monthly payroll, reconcile payroll deductions
Assist with payroll processing issues
Enter child support deductions as needed
Maintain accurate employee benefits records–enrollment, qualifying event, termination
Benefit insurance invoice reconciliation
Assist with support documentation for retirement plan (403B) annual audit
Post and update all federal and state labor law postings
Process employment verifications
Coordinate Annual Safe Environment Training
Coordinate New Hire Safe Environment Compliance
Manage Volunteer Safe Environment Requirements
Provide required documentation for safe environment audits
Supervise and evaluate the performance of selected Human Resource personnel.
Abide by all policies as outlined in the Catholic Schools Office Handbook of Policies and Procedures for Elementary and Secondary Schools and the BDCS Faculty and Staff Policies and Procedures
II. Education/Experience: Bachelor’s degree in business or human resources, master’s degree, preferred. Minimum 5 years of experience in Human Resources Administration: recruitment, employee relations, benefit administration and payroll
III. Special Knowledge/Abilities:
Knowledge of recruiting practices, successful experience with interviewing and selecting staff
Knowledge of wage and salary, benefits, and performance appraisal
Demonstrates effective communication skills, personal integrity and collaborative leadership
Ability to interpret and implement policy and procedures
Ability to analyze and interpret data
Proficient in HRIS database and payroll systems, Microsoft Word, and Excel
Strong organizational skills
Knowledge of federal and state employment law
Knowledge of payroll processing
