Delphi Rise | Rochester, NY | $70,000–$80,000 | Full-Time at 35 hours per week | Hybrid Schedule

Delphi Rise is seeking a compassionate, strategic, and hands-on Human Resources Manager to lead and evolve our HR operations in alignment with our mission of healing, recovery, and community well-being. This is a working manager role, meaning you’ll be deeply involved in both day-to-day HR functions and high-level organizational planning.

You’ll serve as a trusted advisor to leadership and staff, guiding performance, compliance, and culture-building efforts across the agency. As a valued member of the Senior Leadership Team, you’ll help shape a workplace rooted in equity, dignity, and belonging.

Delphi Rise is a nonprofit human services agency with nearly 100 years of history in the Rochester area. With 80 staff members and services reaching across Monroe and Wayne Counties, we provide substance use treatment, mental health care, reentry support, housing assistance, school-based prevention, youth programming, and 24/7 crisis response.

Key Responsibilities

Leadership & Culture

Partner with senior leadership to align workforce planning with agency goals.
Drive employee engagement, DEI initiatives, and wellness strategies that reflect our values.
Foster an inclusive workplace where all staff feel supported and empowered.

Employee Relations & Performance

Provide coaching and support on employee performance, development, and conflict resolution.
Conduct investigations with professionalism and empathy.
Lead a fair and effective performance review process that promotes growth.

HR Operations & Compliance

Maintain and update policies, the employee handbook, and SOPs.
Ensure full compliance with labor laws (EEOC, ADA, HIPAA, FMLA, FLSA) and funder requirements (OASAS, OMH).
Oversee onboarding, offboarding, HRIS management, and accurate personnel records.

Talent Acquisition & Workforce Planning

Lead equitable and inclusive hiring efforts.
Work with managers to anticipate staffing needs and build effective recruitment strategies.
Represent Delphi Rise at job fairs and community events.

Compensation & Benefits

Manage health, dental, vision, life insurance, disability, and retirement plans.
Lead compensation benchmarking and benefits communications.
Oversee payroll accuracy and ensure compliance in collaboration with Finance.

Systems & Continuous Improvement

Maintain HR systems and ensure data integrity.
Track and analyze HR metrics to drive improvements and strategic decisions.

Supervisory Responsibility

May provide oversight and mentorship to HR interns.

Qualifications

Bachelor’s degree in HR, Business, or a related field (Master’s preferred).
Minimum 3 to 5 years of HR experience, including 1+ years in a managerial role.
HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred.
Nonprofit or health and human services experience strongly preferred.

Requirements

Hybrid role with on-site presence required during first 3 months.
Valid driver’s license and reliable transportation for local travel.

Proficiency in HRIS systems and Microsoft Office Suite.

Detail-Oriented & Results-Driven

Exceptional attention to detail in documentation and systems.

Work Environment

Primarily office-based with occasional travel for external meetings and events.
Must be able to sit, stand, and lift up to 25 lbs occasionally.

Compensation & Benefits

Salary: $70,000–$80,000 annually, based on experience and credentials
Schedule: 35 hours/week | Full-Time | Salaried | Hybrid

Time Off

140 hours (20 days) of PTO in your first year
10 paid holidays, 2 personal days, and 1 floating holiday
