Position Summary & Nature of Work:
The Human Resources Manager is responsible for coordinating and administering the general Human Resource functions for the FMO division. Ongoing employee communication: Communicating routinely with employees regarding organizational structure, benefits, policies and procedures and as needed, other employee-related information. They must comply with federal, state, and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions. They will maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.

Essential Job Functions:
Onboard and process field and office new hires.
Assists in the development of compensation plans.
Promotes equal opportunities in all aspects of employment.
Develops and maintains employee performance evaluation programs.
Assists leaders with guidance regarding effective coaching and addressing performance issues.
Handles employee relations, performance counseling, investigations
Distributes required notices and communicates benefits information to FMO staff.
Assists in maintaining the company substance abuse program and maintains compliance with union substance abuse programs.
Develops and maintains job descriptions, career tracks, career development tools, and succession planning for the FMO division.
Maintains HR metrics.
Assist in developing and maintaining personnel policies for FMO associates.
Monitors consistent and equitable implementation of all company human resource policies for the FMO division, regarding hiring, firing, disciplinary action, promotion, benefits, evaluation and compensation of employees.
Ensures compliance with all Federal, State and local employment/labor laws, including performing required reporting, data collection and data analysis.
Maintains and audits systems for all FMO division Human Resources related data and documentation.
Aids company management on any FMO division employment related legal actions.
Develops and implements training programs for the FMO division on HR-related topics.
Provides day-to-day support for all HR Team members.
Continuous ongoing independent learning on HR topics. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance and to make recommendations related to compliance.

Supervisory Responsibility
This position oversees Human Resources functions for the FMO division of the company.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.

Travel
Local travel to various worksites is required.

Required Education and Experience
Bachelor’s degree in business, Human Resources, Law, or related OR equivalent combination of Human Resources education and experience/knowledge.
10 years of direct Human Resource leadership experience
4 years of HR Generalist experience
2 full years with a company with an average of at least 300 full-time employees
4 years of continuous full-time experience directly supervising multiple full-time personnel, including responsibility for employment related decisions.

Preferred Education and Experience
Master’s degree in human resources or business administration
PHR or SHRM-CP certification
Highly knowledgeable on Federal, State and Local employment law.
Experience setting up new procedures/processes related to compliance.
HR work experience with Federal Contractor/OFCCP requirements and procedures.
HR work experience with unions
