JOB SUMMARY:
Under general direction of the Director of Administration, manages, directs and performs professional level personnel activities related to staffing requirements, employee recruitments, classification, evaluation, compensation, benefits, labor relations, compliance with applicable state, federal and local laws and other research and administration.
ESSENTIAL FUNCTIONS:
Directs District’s human resources functions, including the development, recommendation, and interpretation of personnel policies, procedures, and operations.
Develops and promotes a human resources philosophy which enhances morale, promotes productivity, and encourages a culture of caring, professionalism and excellence.
Serves as a resource for the organization in all areas of human resource management. Answers requests for personnel information from employees, management, outside agencies and the public as permitted by law.
Assists management team in assessing staffing needs and developing and maintaining staffing levels including assisting with the ongoing analysis of the organization and making recommendations regarding structure, process, titles, size and compensation; and updating organizational charts.
Provides staff support to supervisors in application of Memoranda of Agreement including processing of grievances, performance evaluations, disciplinary actions and application of District policies and procedures.
Develops and administers programs for employee recruitment, orientation, development, evaluation, promotion, retention and counseling.
Educates and trains supervisors and other employees in the implementation of personnel programs, policies, and procedures.
Administers classification and compensation systems, including conducting job audits and analyses, salary and benefit surveys, updating job descriptions, and recommending adjustments.
Serves as a representative of management in conducting negotiations with employee groups.
Administers all employee benefit programs and designs new, and/or modifies existing programs or plans in accordance with approved employee agreements and policy. Negotiates rates with insurance carriers.
Reviews and updates personnel handbook and outline of benefits to conform with policies and procedures.
Directs the District’s workers’ compensation program; long-term disability insurance; state disability insurance; unemployment insurance and other programs as related to employee claims. Serves as liaison between District, employee, legal counsels, consultants and administrative organizations.
Keeps informed of federal, state, and local legislation and related regulations that govern human resources functions, recommends actions required to comply with various regulations, including but not limited to, the development of written plans, program and policies, trains employees and monitors to ensure compliance.
Through the Safety and Risk Administrator, plans and directs the District’s Safety and Risk program including the following:
Performing research, investigation, coordination, implementation and maintenance of safety and occupational health programs designed to prevent injury or occupational illness.
Monitoring the District’s overall risk management programs.
Maintaining written procedures, reports, and compliance programs and making recommendations as needed.
Coordinating safety-training programs, the District’s workers’ compensation, public liability and property insurance programs.
Maintaining and making recommended changes, as needed, to the District’s hazardous materials/waste management systems designed to protect employee safety.
Researching and making recommended updates to the District’s safety policies, procedures, manuals and educational materials in compliance with federal and state laws including Occupational Safety & Health Administration (OSHA), Cal/OSHA, Department of Transportation, and Environmental Protection Agency organizations for compliance, including but not limited, the Illness and Injury Prevention Program and Heat Prevention Plan.
Develops employee relations programs including new employee orientation, retirement counseling, service award programs, employee assistance programs, equal employment opportunity, affirmative action, and other programs as needed.
Determines specialized training needs, develops appropriate training programs, and conducts or coordinates instruction of routine and special training classes and presentations designed to support managers and employees in the performance of their duties.
Develops and coordinates employee communication programs that will contribute to better employee understanding of the District, its goals, policies, procedures and operations.
Trains, supervises and evaluates job performance of the Human Resources Specialist and Safety and Risk Administrator.
Represents the District to employees, applicants, other groups or agencies, and the public. This may include attendance at meetings/functions, administering preparations for and making oral presentations, preparing exhibits and displays, and coordinating special events.
Prepares correspondence, reports, technical information, and other written material; and completes various mandated reports to other governmental agencies.
Develops and maintains a human resources information system.
Prepares and submits budget requests and supporting material to the Director of Administration.
Manages the employee personnel records.
Creates and reviews various personnel forms as needed.
Performs related work as assigned.
