Role:
APV is seeking a highly experienced Senior Retirement and Benefits Specialist to provide remote support to the Department of Homeland Security (DHS) Office of the Chief Human Capital Officer (OCHCO).
This fully virtual position delivers federal retirement and benefits services across the DHS enterprise, supporting a diverse population of federal employees, including General Schedule (GS), Senior Executive Service (SES), and law enforcement personnel covered under special retirement provisions.
The successful candidate will serve as a subject matter expert (SME) on federal retirement and benefits policies, providing direct counseling, retirement case development, policy interpretation, and strategic support to DHS headquarters and component agencies.
The position demands an expert-level understanding of OPM regulations and processes, strong case management skills, and a customer-centric approach to employee services.
Duties:
Expert-Level Retirement Counseling & Case Support
· Provide comprehensive virtual retirement counseling to DHS employees, including SES and those under special retirement categories (e.g., LEO, FF, CBPO).
· Analyze service histories and federal records to prepare personalized retirement estimates.
· Guide employees through CSRS, FERS, and hybrid (CSRS Offset) retirement systems.
· Prepare and review full retirement application packets, including required supporting documentation, ensuring compliance with OPM submission standards.
· Support disability and voluntary retirements, phased retirements, deferred annuities, and post-retirement inquiries.
Benefits Administration and Issue Resolution
· Deliver expert guidance on the full suite of federal benefits, including: FEHB, FEDVIP, FLTCIP, FEGLI, and TSP.
· Military deposit, civilian deposit/redeposit service.
· Social Security and Medicare eligibility coordination.
· Support employees navigating life events such as divorce, survivor elections, long-term care decisions, and changes in family status.
· Resolve escalated and complex benefits issues with OPM, DFAS, and shared services centers.
Strategic and Operational Support
· Develop and refine SOPs, counseling templates, retirement guides, and internal job aids to standardize support across DHS.
· Track retirement trends, analyze workload data, and contribute to reporting on backlog and service delivery improvements.
· Collaborate with senior advisors and component HR teams to improve retirement readiness planning and workforce exit strategies.
Stakeholder Engagement
· Participate in enterprise HR initiatives and working groups aimed at improving benefits delivery across DHS.
· Serve as a consultative resource for executive offices, legal counsel, and component HR directors on retirement eligibility and benefits scenarios.
· Respond to Congressional, OIG, or SES-level inquiries related to retirement and benefits.
Education:
· Bachelor’s degree in human resources, Public Administration, or related field.
Required Skills:
· U.S. Citizenship.
· Active DHS suitability (preferred) or ability to obtain favorable adjudication (Public Trust)
· Minimum 5 years of direct experience providing retirement and federal benefits services to federal employees, with at least 3 years supporting or advising Sr. Executive Service (SES) and special retirement groups.
· Advanced understanding of: CSRS, FERS, and Special Retirement Provisions (e.g., 6c coverage for LEOs and firefighters).
· OPM retirement processing guides and federal HR systems (e.g., EBIS, GRB, eOPF, EHR).
· Ability to process personnel action (SF-50 series), creditable service calculations, and military service credit.
· Demonstrated ability to manage full retirement case lifecycle remotely, from counseling to submission to tracking.
· Outstanding verbal and written communication skills, including the ability to explain complex regulations in plain language.
· Excellent case management, attention to detail, and ability to work autonomously.
· Proficient with Microsoft 365 Suite and secure federal systems in a remote environment.
· Commitment to customer service excellence in a virtual setting.
Preferred Qualifications
· Certified Federal Retirement Counselor (CFRC) or equivalent credential (e.g., CRPC, CEBS).
· Previous experience supporting DHS or its components (Custom Border Patrol, USAID, ICE, FEMA, TSA, USCIS, DoD, Dept. of Energy, CIA, State Dept., FBI).
· Familiarity with Executive Resources (ER) retirement policies and transition planning.
· Prior experience operating in a Shared Services or enterprise HR environment.
Work Environment & Tools
· 100% remote; must be able to securely connect to DHS systems using government-issued equipment.
· May require flexible scheduling to accommodate employee sessions across time zones.
· Uses encrypted communication platforms (e.g., Microsoft Teams, Adobe Connect) to conduct counseling and team meetings.
