Class Concept

Performs difficult professional work managing, monitoring, and maintaining information technology and communication systems, documenting system performance, and developing strategies for system improvements and recommending new technologies, and related work as apparent or assigned. Work is performed under the general direction of the Chief Information Officer. Divisional supervision is exercised over all personnel within the division.

Essential Functions

Manages, monitors, and maintains virtual computing infrastructure including hardware and software, Microsoft Active Directory/Office 365 systems, and VoIP system.
Supervises technical personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
Manages, monitors, and maintains network infrastructure including switches, routers, and security devices and storage area networks.
Manages, monitors, and maintains the wireless internet infrastructure including controllers, access points (APs), software, etc.
Responds to escalated help desk tickets; assists staff with diagnosis and resolving more complicated issues. Maintains the operating systems of Windows servers through patching, upgrading, troubleshooting, etc.
Assists with the development of the annual budget; monitors expenditures.
Purchases technology hardware, software, and peripherals for departments including desktops, laptops, APs, etc.
Manages, monitors, and maintains video surveillance hardware and software; troubleshoots problems with 911 infrastructure.
Assists the Applications Manager with upgrades to the City’s ERP software systems; consults with the Applications team to provide advice on industry best practices for configuration, storage, etc.
Assists with the development of strategies for improvement of information systems; recommends the purchase of hardware.
Serves on various RFP committees as technology subject matter expert; works with outside organizations such as broadband authority, neighboring municipalities, etc. on mutually beneficial projects.
Assists Public Utilities with management of SCADA and other systems.

Special Requirements

Possession of VMWare, Cisco, and Microsoft training and certifications upon hire. Valid driver’s license in the Commonwealth of Virginia.

Education & Experience

Bachelor’s degree with coursework in information technology, computer science, or related field and extensive experience managing enterprise level hardware and software systems including project management, process improvement, and supervisory experience, or equivalent combination of education and experience.

Knowledge, Skills, & Abilities

Thorough knowledge and skill in the operation and maintenance of WAN/LAN communications utilizing TCP/IP protocols; thorough knowledge of budgets, contracts, project management, strategic planning/development, process analysis/improvement, and change management; thorough knowledge of systems design, analysis, hardware maintenance, networking, and computer operations; general knowledge of computer aided dispatch systems; demonstrated problem solving and analytical skills to troubleshoot and assist end users effectively; ability to determine departmental and system-wide needs of an information system and formulate an effective program to meet these needs; ability to plan, supervise, and evaluate the work of subordinates; ability to prepare reports and communicate technical information effectively orally and in writing; ability to establish and maintain effective working relationships with associates, engineers, vendors, technical support staff, other local government agencies, colleges, and the general public.

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires sitting, stooping, kneeling, crouching or crawling and pushing or pulling and occasionally requires standing, walking, climbing or balancing and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Job Type: Full-time

Pay: $74,116.85 – $118,586.53 per year
