Role Description The Assistant C&B Manager is a full-time, on-site role based in Phnom Penh. This position supports the development, implementation, and maintenance of compensation and benefits policies and programmes across the group’s businesses. Day-to-day responsibilities include assisting with job evaluation exercises, maintaining and updating compensation structures, and coordinating benefits administration to ensure accuracy and compliance with local regulations. The role involves preparing regular reports and analyses on salary benchmarks, internal equity, and benefits utilisation to support decision-making. The assistant C&B manager will collaborate closely with HR, finance, and business unit leaders to address compensation-related queries, support annual review cycles, and help drive a consistent and fair total rewards framework.
Qualifications
1. Payroll Management
- Lead the monthly payroll process for all business units.
- Ensure accurate and timely payroll calculation and payment.
- Review attendance, overtime, leave, deductions, allowances, and other payroll inputs.
- Coordinate with HR and Finance to resolve payroll discrepancies.
- Establish strong payroll controls and reconciliation processes.
2. Compensation Management
- Develop and maintain salary structures and salary grades.
- Conduct annual salary reviews and salary adjustments.
- Conduct market salary surveys and benchmarking against competitors.
- Review salary offers for new hires and internal transfers.
- Ensure compensation decisions are aligned with approved salary budgets.
3. Benefits & Incentives
- Manage employee benefits, allowances, bonuses, commissions, and incentive schemes.
- Develop and review incentive programmes for retail/store operations.
- Monitor incentive calculations and eligibility.
- Evaluate the effectiveness and cost of incentive programmes.
- Recommend improvements to management.
4. C&B Policy & Compliance
- Develop and maintain C&B policies, procedures, and SOPs.
- Ensure C&B practices comply with Cambodian labour regulations.
- Maintain confidentiality of employee compensation information.
- Establish appropriate internal controls to minimise payroll and compensation risks.
5. HR Data & Reporting
- Prepare monthly C&B reports and management dashboards.
- Analyse payroll costs, headcount costs, salary movements, overtime, and benefits expenses.
- Provide management with recommendations based on C&B data.
- Maintain accurate employee master data and payroll records.
6. Budget & Cost Control
- Prepare annual manpower and payroll budgets.
- Monitor actual payroll expenses against approved budgets.
- Work closely with finance on payroll reconciliation and forecasting.
- Identify opportunities to improve payroll and benefit cost efficiency.
7. Team Management
- Lead, coach, and develop the C&B team.
- Set team objectives and KPIs.
- Review team performance and ensure service quality.
- Establish clear responsibilities and approval processes within the C&B function.
